Programme Manager (Energy, Carbon & Economic Development) Cheshire East Council

Dan is technical lead for Cheshire East Council to go carbon neutral for its operations by 2025, and borough-wide net-zero by 2045. He is embedding carbon reduction across the Council and manages a range of projects including solar, energy efficiency, heat networks, and fleet transition. He is currently building the Councils first solar farm in Crewe, having previously installed a green hydrogen electrolyser/refueller to power refuse vehicles, and is rapidly rolling out fleet EV charging infrastructure to meet the ambitious 2025 target.

Dan has over 25 years experience covering sustainability, low carbon, active/green travel and economic development at local, regional and national levels. He was Director of Climate UK, a UK-wide organisation facilitating a bottom up, nationwide response to climate change by bringing together knowledge and technical expertise from every part of the UK to tackle the challenges and opportunities we face. Before that he was the Head of Climate Change for the Northwest Development Agency delivering the UK’s most holistic sub-national Climate Change Action Plan. He has also managed climate change and sustainability programmes for Transport for Greater Manchester and the Environment Agency locally and nationally, and was Sustainability lead for two Metropolitan Borough Councils.

An urban planner by training, he is a Chartered Environmentalist with the Society for the Environment, Member of Institute of Environmental Management and Assessment, and Member of the Association of Project Management.
