Luke was Director of Climate Emergency at Waltham Forest Council. In this role, he launched energy upgrade loans and an in-house retrofit company, but also tested different models for getting solar built locally. Before that, he was Director of Environment and Sustainability at the Behavioural Insights Team, also known as the ‘nudge unit’, and advised the UK government on Net Zero strategy and presented at COP26 on behaviour change.
Luke is currently establishing Majority Power, a new organisation mobilising local support for clean energy infrastructure.
